For Milestone Four, conduct a full analysis of the issue you chose in Milestone One. This document expands on the outline you created in Milestone Three.
The analysis should represent between one third and one half of the policy memorandum. Remember, this is just a draft, so you can revise this document if your approach changes or you receive substantial feedback from your instructor.
